Ms. Welsh attended The Catholic University of America where she received a bachelor’s degree in politics, cum laude, with minors in philosophy and Spanish. She received her law degree from Temple University James E. Beasley School of Law. During law school, Ms. Welsh interned for the Office of the Montgomery County Public Defender and the Defender’s Association of Philadelphia, and she worked as a research assistant to a Temple professor. Additionally, Ms. Welsh was a staff member and the Executive Articles and Symposium Editor for the Temple Political and Civil Rights Law Review. Following law school, Ms. Welsh was the law clerk for the Rhode Island Workers’ Compensation Court. She is admitted to the State Bars of Rhode Island and Massachusetts and to the Bar of the United States District Court for the District of Rhode Island.
